When he took office eight months ago, President Roh Moo-hyun promised to abstain from changing his Cabinet frequently. He said a Cabinet member should stay in his or her post for two years or so for the sake of continuity in policy. He had similar ideas about changing the presidential staff.

This kind of personnel management would be laudable under normal circumstances. It might be even desirable for some trusted aides to stay with the president until he served out his five-year term in office. But that will not work during a leadership crisis. Some of the president`s team started to become wayward when the president`s approval ratings were so low as to prompt him to call a confidence vote.
